Employee Offboarding Checklist: Access, Equipment, Documents and Payroll Handoff

Use an employee offboarding checklist that coordinates HR, managers, IT, finance, equipment, documents, access removal, and the final payroll handoff.

Offboarding has several clocks running at once. The employee needs clear communication, the manager needs a continuity plan, IT needs an exact access-removal time, and payroll or finance needs complete leaver information before cut-off. A shared checklist prevents those obligations from becoming disconnected email threads.

This guide is an operational template, not legal advice. Have qualified HR and legal advisers confirm the required steps, notices, final-pay timing, and record retention for the employee’s location and circumstances.

Start with one confirmed departure record

Before launching tasks, confirm:

  • Employee and manager
  • Last working day and effective termination date
  • Voluntary or involuntary departure category
  • Who is authorized to know before the announcement
  • Payroll cut-off and final-pay owner
  • Equipment and physical access held
  • Business systems and privileged access held
  • Work, customers, approvals, and documents requiring transfer

Do not place sensitive narrative or unverified allegations into a general-purpose workflow. Keep access to departure reasons and supporting records appropriately restricted.

Build the checklist around timing

As soon as the departure is confirmed

  • HR confirms the departure details and launches the workflow.
  • The manager identifies work, decisions, approvals, and relationships that need a new owner.
  • IT inventories accounts, devices, shared credentials, groups, and physical access.
  • Finance or payroll liaison confirms the required final-pay and benefit handoff fields.
  • Communications ownership and timing are agreed.

Before the final day

  • Complete the work and customer handover.
  • Reassign open approvals, workflow tasks, reports, and document ownership.
  • Confirm equipment return instructions.
  • Review future access to email, files, source code, finance tools, HR data, and admin consoles.
  • Prepare any approved exit conversation or survey.
  • Confirm the employee’s personal contact details only where there is a valid operational need.

At the agreed access-removal time

  • Disable the primary identity account.
  • Revoke active sessions, remote access, API tokens, and privileged roles where applicable.
  • Remove physical access and recover company equipment.
  • Transfer approved business files and ownership without exposing private employee content.
  • Record completion and exceptions.

NIST’s access-control guidance includes disabling accounts when they are no longer associated with a user and reviewing account management actions. See NIST SP 800-53, Revision 5, particularly the Account Management control. Translate that principle into an exact owner and timing rule for every system your company uses.

Coordinate the payroll handoff

The leaver row should be part of the same payroll change review as starters and compensation changes. At minimum, confirm the employee identifier, effective date, payroll group, and the owner responsible for any final-pay inputs.

Protect continuity without retaining unnecessary access

Ask the manager to document:

  • Current commitments and deadlines
  • Recurring responsibilities
  • Open approvals and decisions
  • Customer or vendor contacts
  • Location of team-owned documents
  • Interim and permanent owners

Avoid solving continuity by leaving the former employee’s account active. Transfer approved business assets to named owners and close the original access on schedule.

Close and review

After the final day:

  • Confirm all access and equipment tasks are complete.
  • Record unresolved exceptions with an owner and deadline.
  • Update the canonical employment status and organization reporting.
  • Retain departure records according to the approved policy.
  • Review whether the workflow exposed a missing system owner or unclear process.
